Somesh Kumar, the Chief Secretary of Telangana is like a shadow to our Chief Minister KCR. When it comes to power dynamics, it is said that Somesh is influential enough to control aspects of governance in all departments of the government through his network. People in and around the secretariat believe that, after Rajiv Sharma, Somesh is someone to whom KCR would listen the most. They say this is the reason behind KCR never took any action against Somesh despite various allegations. But, the situation isn’t the same anymore, sources reveal that KCR might shock Somesh any day now, directing him out of the secretariat.
A message is being forwarded that a new CS is coming to Telangana. According to what is in it, the team is getting ready for the transfer of Somesh. They say this is the reason behind Somesh not coming to the Chamber of the Provisional Secretariat for two or three days. There is a rumor that there is a possibility of appointing Ramakrishna Rao, a senior IAS officer, and state finance secretary, as the new CS. This message is currently being debated by government authorities. That being said, there is a common question about the reason behind transferring Somesh, who is as much a shadow to CM KCR. Where did the two get into a fight? Amidst the questions of what actually happened, a number of issues come to the fore.
Chief Justice of India Justice NV Ramana was furious with Somesh during a conference of chief justices and chief ministers. The reason for that- CS did not respond properly even though the CM issued orders to resolve various issues related to the judicial system in the state. The matter was brought to the notice of the CJI by the Chief Justice of the Telangana High Court, Justice Satish Chandra Sharma. The Chief Minister and the High Court were incensed that the decisions taken by the CJ together were not put into implementation by the CS. At the same meeting, the chief secretaries of state commented that they would not attend the meetings and would not implement the decisions if they came. With all these reasons put together, CM KCR is quite angry at Somesh.
And the troubles brought by ‘Dharani’ are quite a lot. To address them, a cabinet sub-committee headed by Minister Harish Rao was set up years ago and suggested amendments after several rounds of discussions. However, the file stopped at CS. Since CS is the full-time supervisor for Dharani, the amendments have to be made with his permission. But the farmers are in serious trouble as the file has stopped there. KCR has promised on several occasions to give pay scale to VRAs and merge VROs with other departments, which he also promised at recent budget meetings. He said orders would be issued in a few days. But no such orders have been issued till today. This file also stopped at the CS. As a result, VRAs and VROs are now against the KCR-led government.
In 2019, KCR has directed the CS to work on giving promotions from MROs to Deputy Collectors as per their qualifications. CS has been directed to prepare proposals related to it. But to date, there have been criticisms that not a single Revenue officer has been promoted. There are allegations that Somesh is simply grooming and maintaining the government by creating an inside system that is favorable and beneficial to him on a personal note. There are allegations that he doesn’t even give appointments to the MLAs, MPs, and other public representatives who wanted to meet the chief minister. It has been rumored in the past that Somesh placed an unqualified young IAS officer at the top of the CCLA and settled several land disputes. As many as 450 RIT petitions have been filed in the state high court, which is a big record. Lawyers have been whispering that so many RITs have not been filed against any CS in the country. There is a talk that KCR is quite impatient with Somesh due to the horrific defeat in the GHMC elections which are considered to be prestigious for any party. It is said that it was Somesh who came up with the idea of distributing Rs 10,000 to the victims during the floods, which eventually backfired. A number of complaints of this kind have been filed against Somesh for months, and they say that these are the reasons behind KCR looking to appoint a new CS for the Telangana state.
