Crime Bureau Tolivelugu: A scandal has come to light in the ‘Smart Class’ policy in the Education Department. While on the one hand, the education department has imposed strict regulations, on the other hand, it has changed them so that hundreds of crores of money are bequeathed to Andhra companies that are favorable to them. There are allegations that the Warangal district minister took cars worth Rs.3 crores as gifts without abandoning the hoarding campaign. On the surface, the bidding is called OCB (Open Competitive Bidding), but internally they have made rules to bind those who favor them under the name of OEM (Original Equipment Manufacturer). IFP (Interactive Flat Panel) works like a smart TV in the classroom. This panel can be used as a multi-purpose. To provide these to 4,660 schools in 8th, 9th and 10th classes, about 14 thousand IFPs are needed. The price of these in the market was Rs. 3.5 lakhs a year ago. But, now they are available for one lakh to one lakh fifty thousand. Max Hub and VVTech companies are likely to supply 14,000 IFPs at an even lower price. Delta IFP, which is available at all airports, is supplied elsewhere by the Taiwanese company Delta IFP for Rs. However, the Telangana Education Department is being criticized that it is looting more than Rs.2 lakhs for each panel board in the name of specialization.
Is it possible as per OEM?
According to the rules, the goods mentioned in the tender should be manufactured here. They are overriding this regulation by tying up with other companies and participating in such tenders. In this way, the respective companies join together for contracts and participate in tenders. They did the same during the three tenders for the ‘Mana Uru Mana Badi’ scheme. The same thing happened in KCR Nutrition Kits. They gave it to the people they wanted. According to the tender notification issued by the Education Department, only Samsung and LG companies are eligible for OEM. However, 3 months ago, the people of the mobile company called Celkon made an agreement not to sell IFPs to anyone except them. The notification was released ten days ago. Celkon has select showrooms which are their mobile phone shops in all regions. Everything is going smoothly as planned. Supply should be completed within 15 days after receipt of tender. It is stated that fitting should be done in all schools within 60 days. This is a good example of saying that if the waiter is ours, the glass will be filled wherever we sit. It is said that tenders were given to those who wanted them three months ago. They say that after starting the work, they are smartly committing scams with dramas called open competition and bidding.
As a token of gratitude for all the good things that are done to them, the contractors reach out to the leaders of the ruling party with tons of money without revealing this to the third eye. This has been going on with the Andhra contractors. That kind of lobbying is possible only for them. With this, the TRS government believed in them. That is why the government is moving forward with a firm plan to ensure that they get the tenders. Smartly, the education department is handing over this scanty cell phone to them and they are making hundreds of crores of rupees good for them. In the process of tenders for water, funds, and appointments, are they the ones who are in favor of the TRS leaders? Tolivelugu continues to lay before you the mysteries of open-bidding affairs.
How much is the clearance from finance?
The finance department has given finance clearance of over Rs 7,289 crore in three years for the ‘Mana Uru Mana Badi’ scheme. However, now only Rs 180 crore is left. Tenders for around Rs 500 crore were called without finance clearance of another Rs 300 crore. This amount is likely to increase again. There is a possibility that the tender amount will increase as there are more regulations to have a service center in every district to perform maintenance for three years. Everyone thinks that the only thing the leaders want is to get their commissions right, and when that happens they are by default ready to increase the amount assigned to the scheme.
